Compression check?

Assume you mean that the plug is fouled with oil build up. You don't mention blue smoke out the exhaust, so unlikely an ring issue but it could be. Could be a couple of things:

1) Bad valve seal and oil is being sucked past the valve stem
2) Bad/broken intake gasket. More likely the cause.

could it be a leaking injector? I'm assuming you're getting carbon fouling

I'm a little confused. Has the engine been replaced with an LT1 engine, or is it the original L-83? Since you mention "throttle body", I'm guessing it's not the LT1.

Regarding the fouling of your spark plug, is it being fouled by oil (very wet) or by lack of ignition (dry)? Can you post a photo of the plug? If it's fouling "in a few seconds", that's pretty major! It can't be a fuel injector, because the CFI (L-83) shares its two throttle body injectors with all cylinders. I agree, it's time for a compression check.

thank you the info was very helpful got me going in the right direction (intake leak)

An intake leak will cause a fast idle. An intake leak will affect all cylinders. An intake leak wouldn't cause only one spark plug to have a problem.
