AHHHH,,,, I had a 98 and have agonized the rear mounted EBTCM. You have to start at the EBTCM Main connector. You need to verify that you actually have proper POWER and GROUND to that main connector....

Check the fuel pump FUSE and the fuel pump relay. Make sure that you are getting POWER at the fuel pump fuse by checking it with a Multimeter to ground.
