Remove the 3 long bolts that hold the field case to the regulator then remove the case and start turning the armature.

The most cost effective way to get the headlights as bright as possible is to install a relay.
The headlamp switch triggers the relay and the relay sends full battery voltage (on heavy gauge wires)...

On a C3 the intensity of the bulb is the same no matter if the parking brake or the service brakes cause it to light up.

That light only comes on because there is a problem with the service brakes.
You might want to bleed the brakes to be sure that no air has entered the system.
