I think you find the turn signal/hazzard switch is bad.

New ones are cheap, just get one locally and plug it in temporarily at the harmonica connector at the base of the column to test with.

That wire should be the positive, the horn will ground through the mount. The contacts in the horn button ground a lead to the horn relay that sends 12 volts to the horn/s.

There is a solenoid that holds the idle up when the ac is on. The solenoid isn't strong enough to push it up, but it will hold it once you accelerate slightly.
