Yes a bad motor can become a massive voltage drain. I see it a lot with HVAC motors in buildings. Will continuously trip the breaker or start melting wires which then trips the breaker. Swap it out.

If you get zinc plated Grade 8+ bolt it shouldn't rust for quite a long time. Hardware store bolts are junk, I'd be ordering on McMaster Carr or other specialty store.
