That's precisely what it is. It's just an informative message. Not to worry.
It occurs because your wheels have slowed faster than your engine is. The car will do this to prevent the back end from sliding out if it senses the wheels slipping. You might want to adjust the RPM that you are downshifting at.

and then letting up on the accelerator or downshifting,

You ought not to be seeing that message on dry roads other than a malfunction. I'd adjust your driving habits because you aren't matching proper gear selection with your speed when down shifting IMO.... It's also very hard on the drive train even with drag control engaging...
