Apply grease to all rubber and hardware on the top that will contact anything on the car when installed.
Apply grease to windshield frame, halo, etc the same way- anywhere the top or hardware will touch. Be sure to hit the little depression in the plates where the front latches will stop.
Our 2009 Owner Manual recommended dielectric silicone grease (cheap but a bit messy, even after wiping away excess), or GM Weatherstrip Lube ($$$ and not quite as effective, but dries clean). The GM Bulletin about noisy tops now recommends GM Superlube Paste (not spray!!!), that works best but leaves a slightly whiteish appearance after it dries.
If that doesn't solve your problem, there is a long (8 pages?) GM bulletin about fixing noisy Corvette tops, get the dealer to work through it step by step; or do it yourself. It's complicated, but it works. Our 2009 targa had 4 different problems that need to be fixed, dealer finally got them all and it's perfect.
