scroll towards the bottom of this link they show the tabs bent over the bolt head and the clip in front of the shoes.

Thanks, I looked at it. But still can't tell what keeps the clip from sliding off the Bolt head and back toward the shoe. The 2 small tabs are bent up onto the flat sides of the bolt head.

After looking at your picture and my car again it looks like the retaining clips float back and forth in the anchor groove. I think my clips are just bent out of shape. Likely on and off a few times. I'll try to straighten them out. Now the small tabs bend out and lock the bolt head. Do you bend the large tabs to make contact with the shoe or leave them straight ?
