I don't think the OP knows what PTM is as RACE mode basically exists for PTM usage/engagement. If there were no PTM you wouldn't need RACE mode. Maybe I'm wrong about OP's knowledge but think soem reading/studying might be in order
PTM is defiantly on in Track > Race. If you cannot feel it until you are going fast enough for it to kick in. Lack of power at corner exit. You can mash the throttle and nothing will happen until you straighten up a bit and then power will come back. You can drive the car like an absolute loon but ultimately it is frustrating.

1. RACE is a program of PTM in Track mode-- the most permissive one-- so by definition if you're in "Race" mode PTM is on;
2. Normal traction control (TC) is off in all PTM modes (whether Wet, Dry, Sport1... Race). But PTM STILL modulates the wheel slip functions of TC, only differently to apply torque more smoothly depending on the wheel slip desired (ie, surface or level of aggressiveness).
3. Active handling (AH) is off in Race mode. AH is modulated by the Stabilitrak/ESC system. It senses the yaw during a turn and tries to prevent inappropriate rotation, ie, oversteer and understeer, by controlling individual brakes through the ABS system. This is what makes Race scary, in addition to the most permissive wheel slip (noted in 2.), and should be respected!
