Does not block anything. No issues. Been using for years. Illinois is crazy with license plate compliance and I've never had an ussue. No worries for any buyer.

Plate frame
The law basically states that plate information must be unobstructed. Nothing about how much light has to be projected on the plate. The headlights from a car will illuminate the reflective coating on a plate. The seller and potential buyer have no issues.
