Would you buy a GM rebuilt 2016 Vette?
While searching for vettes, I found a 2016 Z51 3LT for a great price, it only has 4800 miles on it. Come to find out, and the sales person was upfront, it has a branded title. It was purchased back by GM under the lemon law, and the transmission was replaced.
Would you touch it with a ten foot pole?

If the price was right and if that's ALL that was wrong with it, assuming it comes with a full warranty, yes, I'd buy it if it was what I wanted. There are a number of Corvettes on this forum that had their transmissions replaced. No big deal. I'd want to see the service record and have a Tech review it with me to know that's all that happened.
Also, I'd get them to throw in a longer B2B warranty (a GMEPP) if possible.

some owners have reported issues with brand new ones, you want to pile on more! if it sounds too good to be true it....

Sorry but unless you are getting 40% off MSRP or something I would not touch it. The branded title stays with the car and will affect resale, financing, etc. Usually you do not get a full warranty with a branded title and it would be difficult to find a good company that will offer an extended warranty.
There are so many good deals on used and new Vettes with clean titles I would stay away from this car.
Now if you were going to make it a track car or are going to keep it for 20+ years then it might be worth it if understand everything that a branded title entails.

Generally, when something breaks on a new car, the manufacturer does not buy the car back. They are not required to by law.
The lemon laws give the manufacturers multiple attempts tp fix the vehicle.
I would ask the dealer to provide you with the complete service records of this Z06. so you can see what has been done to the car since it rolled of the delivery truck from Bowling Green.
Compare the date that car was bought back by GM to the date that the transmission was replaced. GM could have replaced the transmission, given the car back to it's owner and after some driving, the car was still not fixed, and the owner demanded that GM buy the car back. Then GM could run it through their dealer's auction, and a different dealer(that bought the car at auction) then puts it on his used car lot, without doing any repairs. It happens.
Also, verify that the car does not have a voided warranty by GM.

So they owner said he was hearing a noise took it in several times. Chevy said there is nothing wrong. Owner complained enough to get them to take it back. After taking it back they said they did find an issue with the flywheel and replaced the transmission.

Do some people buy branded-title C7's? Yes, sure, but that is about 5% of the pool of buyers, and even those people are looking for a huge discount to take on a branded title car, for precisely the same reasons you are having doubts right now. Branded titles never go away, regardless of what 'fixes' might have been performed.
