Default Question about tonneau cover not closing properly

Well,I did a search and can't seem to figure out what is going on, so I'm reaching out to my smarter friends.

Out of the blue in my 2008 the tonneau cover will latch to the receiver bar but will not pull down the last couple of inches. Everything else about the top works ok. I've checked all the things mentioned in other posts but it looks like I don't really understand the mechanics of how this top works. I'm assuming there's an actuator or motor that pulls the receiver down to lock the top?

I read about the microswitch but not sure what it's function is in the process. I can do a few mechanical things but no gear head so any direction you guys can give me would be appreciated.

Just a follow up on my vert issue. I did everything rkj427 suggested and the replacement part from Rock Auto solved the probem. I had taken my actuator apart and checked it out and other than the gear teeth were worn like rkj427 the unit looked fine.

That left the motor and switch, but I decided to just replace the whole thing since the housing was plastic. I'm keeping the old part in case this happens again and then I'll try just replacing the gear which was only about $8 on Amazon. I didn't want to throw parts at this issue since the car is already 10 years old.

Anyway, Rock Auto was very quick shipping and the part with shipping was just shy of $200.
