Hi Everyone... I live in the San Francisco Bay Area & got a new 2017 C7 Corvette shipped from a dealer in NY. Every out of state car in CA needs to pass a smog test to be registered. My car has failed smog 4 times with the same issue:
- Oxygen Sensor Monitoring Not Ready

The smog guy is clueless & the Chevy dealer here in Fremont isn't willing to help. They keep bringing up that I bought the car from out of state & now I'll have to deal with the issues. The first time when it failed, it had 70 miles & now it has 750. My temp registration from NY is valid only for 3 weeks and runs out on Nov 23rd.

Any idea how I can make it pass the smog test? Will DMV grant me a temp permit if putting more miles on the car is the solution? I greatly appreciate your help here!!

Monitors can go Not Ready if the battery was disconnected or was dead. It will clear itself if that is the reason. It takes time or cycles for a reset to happen. I don’t remember which. If that doesn’t do it call Abel Chevrolet in Rio Vista. They will be happy to help you.

first find an other dealer and have codes reset,then you/everybody should sue cali ARB ,these cars are all 50 state compliant,,

You need more miles on it. Unfortunately there’s no magic number for how many. This thread is great, because it gives you an option to get it passed:

Bummer. Every time the fault codes are reset, the car has to run a series of emissions self checks. Some envolve acceleration, deceleration, idle time, and are dependant on engine temp...i.e. some on a cold engine, some warmed up. I would imagine that every time someone sees the code, they are trying to reset it, which starts the self checks from scratch.

The service manuals usually contain a list of self checks and the exact parameters they are looking for. Unfortunately, the 2017 manuals are not available on the street yet. I am waiting for Helms to publish them, hopefully in a couple months. All I can say for now is, give it more time to clear the tests...and absolutely do not let anyone else attempt to clear the codes until it does. You can read them, just do not clear them.

I took the car for a driving event to Carmel & put about 300 miles on it. This thing is a beast!! Took it to a different smog center & guess what... it passed!! Not sure if its the equipment at the smog center or the 1000+ miles that I put on the car in the 10 days of ownership that did the trick!
The car had been sitting on the lot for a couple of months, so I'm sure they disconnected the battery which screwed up the sensors. Its just very strange that it needs to go through this process to set up the sensors. Something definitely worth considering for anyone who is getting their corvette shipped from out of state.

damn CA. I thought all new cars didnt have to reg until 5 year later. These cars are suppose to be 50 state legal from factory?

Yep, all you needed to do was put some miles on it. It's not just an issue in CA. Even in a place like MD, if you clear an OBD II code and take it in shortly after for a required, periodic emissions check, their computer will kick it out, and they'll tell you you have to put some miles on it and come back.

The difference is CA is the only place I know where a brand new car needs to tested before registration if brought in from out of state.

Yes, this is a recurring issue for CA.

I was born there, grew up there, moved back there off and on, but now, It's not so attractive.


I'd move back to the high desert in a heart beat except for how poorly the state is run.

I don't understand how a new car that has all the things the republic of California requires needs an inspection on top of it all before the first owner can even register it.

There is a GM bulletin explaining that new car will not pass smog and there is a smog wavier for these cases. Research new corvette smog waiver and there threads on this topic. Make an appointment with California Automobile Repair Board Referee Scheduling Center and take a Copy of bulletin #15-NA-010 with you and the DMV will waive the smog requirement.

I went through this with my GS. Failed smog. In my case, I went to a Referee who granted me a waiver, rather than drive all over the place to get the miles. The Bulletin is 15-NA-10. Here it is:

While I agree the law is archaic and should be repealed, I believe the law is from the days when CA had more stringent emission requirements than the other states.

When I brought my 16 into CA the tech did a full test including a visual. The car passed without a problem, but then I had almost 6,000 miles on it.

Did my factory order through a dealer back east. My 2016 was ordered with California Emissions and didn't need a smog test upon delivery. Listen to the advice given about driving your car more. This is what I remember fixes the problem from previous threads about this.

apples and oranges. Ordering a car form an out of state dealer with Courtesy dropship to a CA dealer will not require a smog or go through exemption process.
Buying a car off of an out of state dealer lot will require either smog or go through exemption process.

Regardless. OP can get the waiver and call it a day. No smog needed.
