Update:
Woo Hoo I got my plates and tags today. 9 Weeks it took to get it done BUT it is done.
I am still speechless as to the level of incompetence of the CA DMV and the total disservice they provide (3-4 hour wait times to boot).
I got the emissions sticker reprinted by GM and applied by the DMV that CARB told me was what I needed to do, got the VIN check done no prob.
Still the red tagged status remained. The compliance board needed a letter from GM stating the vehicle was built to CA standards. I got a build sheet from my dealer and submitted it to them. I kept calling them asking the status after sending the docs and they still showed it as red tagged.
3 weeks later it got my **** delivered by Fed Ex.....

I just purchased a '17 3LZ Z06/Z07 and took delivery yesterday.
The dealer in NJ is doing all the DMV paperwork and taxes. I just needed DMV to do a VIN verification, smog test and send it the dealer for processing.
Got the smog no issues. Went to DMV for the VIN verification.
BOOM MY Z WILL NEVER BE ABLE TO BE REGISTERED BY ME OR ANY CURRENT RESIDENT IN CA........
The CARB or California Air Resources Board has a LAW CVC Section 4750. That law states that any vehicle purchased by a CA resident NEEDS a CA compliant CARB sticker on it if it has less than 7500 miles on it. My new Baby has 3900 on it.
If it had 7500+ miles no issues at all and it is MINE. As of today I can never register this vehicle in CA, sell or transfer this vehicle to a CA resident or business.

I will now have to go back to the dealer and arrange transport back to them and a FULL refund on all my expenses. We will see tomorrow what their spin on it will be.
Was a CASH transaction so it might get FUN....

Please take a picture of the emissions sticker for us. This is a very important point. It should show (and must as you have been told) that Ca emissions are covered. Every late model car that has been discussed on here actually has the proper sticker even if it was bought out of state. I had concluded that sometime in mid 2000's all Chevys produced carried an emissions sticker that stated it was good for both Ca and Fed emissions. I also bought a low mileage (4200 miles) 2008 Z06 in 2012 and knowing this law I had the Tx seller take a picture of the underhood emissions sticker and it did show both Ca and Fed. As it stated both Fed and Ca emissions I had no problem registering the car.

BTW, even though that Ka DMV form shows a 2016 revision Federal and California emissions have been exactly the same for a number of years. I believe that is why many new cars sourced out of state have both Ca and Fed listed on their emissions stickers.
And if any of you would like to help us Californians and have a late model Corvette, posting your underhood emissions sticker photo would be most helpful. I would love to see if any of them (sourced outside of Kalifornia) have an emissions sticker that does not show Ca emissions.

The smog guy mentioned that no sticker was present anywhere including under the hood. I couldn't find any sticker anywhere in the engine bay or hood.
Is this hood factory with the clear over the supercharger and is carbon fiber?

Hmmmm.... I bought my stingray in janurary 2016 brand new from Massachusetts and shipped it here to the Bay Area and registered it no problem. They couldn’t however register it as I had to do it here in California. They just sent me a check for the Costs.
I also bought my Z06 in AZ and registered it here in California also , no problem.

That's not the stock hood and it is not an available option from the factory.

You need to be able to prove that you have Ca emissions. So you need to get the stock hood and or the order sheet. Unfortunately the order sheet likely shows the option for Fed Emissions, but the underhood sticker likely showed both Ca and Fed emissions. Hopefully the selling dealer can find the owner and the old hood so that the emissions sticker can be recovered. That will be easier for them than taking the car back and refunding your money. They should recover the hood and ship it to you so you can smog the car. The sticker is on the passenger underside of the stock hood.

That is an exposed CF aftermarket hood. Brings up another question. Was there other mods done? Maybe a tune? That would void the warranty. A local dealer can read the computer and tell you if it has been tuned. If you can find a local with EFI Live V2 it will also read the calibration history. Mine is now in Washington so I can't help.

All C7 is CA smog compliant . You have an aftermarket hood with a missing sticker required for registration in CA . That “7500 miles “ law thing is for cars that is not a CA smog compliant . If the seller can provide you with the sticker , you’re good to go .

The Underwood sticker is on the passenger side. It is visible when standing near the right front wheel and is located on the side of the hood bracing (facing out) not the back side (facing the engine compartment). However, as was previously stated, unless the sticker was transferred from the OEM hood to your aftermarket hood, the DMV folks can’t verify. I bought my ‘15 Z06 from the New Jersey dealer but took delivery at the NCM. I had no trouble regarding registration utilizing their CA representative that handled all the paper work. As with you, I was required to present DMV with a current smog certificate and once they verified all VIN’s matched the documents, I was given my licenses. With 3,300 miles on the odometer. You just need the sticker.

I agree with the tuned issue. If the CUP tires are original, they are barely worn he probably didn't do much if any tracking with it.
If tuned than I will add the HP and get it tuned myself.
I will definitely try to get the stock hood from the original owner.

When I bought my used 2015 Z06 with 5000miles from GA and got shipped to CA, I was really scared of not being able to register in CA. Fortunately, I had no problem. DMV (AAA in my case) just checked that sticker and all was good.

What the heck happens if you need your hood replaced due to a collision? I believe my sticker showed compliance as well as VIN number. Might the factory provide a replacement. There is also a database that shows compliance by VIN.

Here is the problem. Even though Fed Emissions and Ca Emissions are now the same the option code is different. So a non Ca sourced car will have the Fed Emissions option code and the Ca sourced car will have the Ca Emissions code. Only the sticker shows it both ways. Those things are as good as gold.
I wonder if buying a hood from a wrecked 2017 would work. I notice mine does not have the vin on it but does have the 2016 on it.

As big as CA DMV is why cant they source the VIN from the Mfg. and see the 50 state as well as CA compliance as built.
Stay tuned for the results......
