Pull up rear carpet. I find it easier to pull the side trim first then unscrew the hold down hooks,pull up on clips on driver side cubby then you can easily lift it.

FWIW, if you are only trying to get to fuse 37 (as many of us did early on for radar detector power) you only need to remove enough carpet to get to the bottom of the panel as that is where fuse 37is located.
Remove enough carpet to expose the battery then pull out just a bit more and the bottom of the fuse panel is exposed.
If you want to expose the whole panel follow the advise above-a PIA!
If just needing to get to the bottom of the panel it can be accessed by lifting a bit more carpet then needed for the battery.
