Post the List Number and I can tell you what it is. List# is stamped into the front driver's side of the choke airhorn. Someone has coated the bowl plugs with epoxy, which is indicative that the plugs were leaking. Those aren't "lock screws." They're just leaky bowl plugs with a bad repair job (that model Holley does not have externally adjustable floats). To repair the carb correctly, the bowls should just be replaced.
It's most likely a 600 cfm Holley 4160 Non-Adjustable Float Carburetor, such as the 0-1850C, with electric choke and Ford kickdown linkage. It's the silver version of this carb (or your carb has been bead blasted or painted during the bad rebuild job that smeared epoxy on the leaky plugs). It's a very common carb - the Ford Truck guys use these a lot on the smaller Ford engines, like the 302 with C4 auto tranny:

Again ...If you provide the List Number I can tell you exactly what it is, but it will be about what I've described above.

This is what I found out...
On the barrel plate it is listed as 80457-5 with the number 1205 below it. However, on the carb next to the throttle it says 8050B. Any help appreciated.

Holley List number 0-80457-5 is, as assumed, a model 4160 600 cfm Holley vacuum secondary with Ford linkage, electric choke, and a secondary metering plate (not a metering block). It is a non-externally adjustable float carb as outlined above. It is a very common carb for general small V8 usage.
If the number is 80457-S rather than "-5", the carb is one of the 600 cfm "Street Warrior" carbs, but your carb does not have the externally adjustable floats that the "S" carbs have:

Rather, your carb, with the non-adjustable float plugs that have been epoxy coated suggests that it is, in fact, one of the basic "-5" models such as this one:

under those cover plugs are sealing "O" rings and if the parts are left too long in carb cleaners it attack the "O" rings. older original equipment carbs have plain rubber "O" rings and can also be attacked by ethanol gasoline and octane boosters.

Holley carbs were never used on '78 Vettes. Especially not ones with Ford tranny linkage...
