Default Jet siphon

I don’t have any fuel transferring to the drivers side so I checked the passenger side transfer function everything is spotless clean but isn’t this supposed to be a 1 way valve cause I can blow both ways on it or is this just a filter?

I tried to find it in my part diagrams/lists for 1997-2004 vettes fuel systems and couldn't find it.
From the arrow on the housing, I'd guess it's a check valve and should only blow in the direction of the arrow.

Please share your findings. I don’t have a transfer problem - today - but who can say about tomorrow? Always handy when a search finds someone else shared an answer, and frustrating when all you find are similar problems.
