Melting Slicks
I don't think I would spray lube on it. One of my belts didn't want to move. It hadn't been moved in about 11 years. I just kept working on it finally the steal piece began to loosen up from the webing to where I could move it.

Exactly what would you plan to spray?
Look at the bottom side of the female buckle. You will see a serrated shaft that the belt loops over. Raise the buckle flapper and push/pull the fabric up on both sides so that you have a loop of fabric above the shaft. Then move the shaft back and forth in the slot as much as you can to loosen it up. Now feed more of the loose end of the fabric into the buckle. (Make the loop larger). Now pull more of the fabric from the non-loose end, and your belt is now longer. There is tug/push/pull involved, but you can adjust the belt to longer/shorter that way. Nothing tricky or rocket science, just common sense and elbow grease. No spraying involved. Spraying would only stain the fabric.

Open the loop and grab the shaft with vise grips. Now wiggle buckle back and forth to free up the shaft.
