Asking for a friend. Serious. He wants to know if "How the timing is off that much, is it bad?"

What is the question? If you're asking about cam timing, show us your measurements.
It is possible to find TDC with a dial indicator. Use IHBD's technique with, say, 0.250 on both sides of TDC. Don't try to find 0.000 at TDC. That will be too vague.

Don't try to find 0.000 at TDC. That will be too vague.
The reason for this statement is because of the "dwell time" when the piston stays at the zero on the indicator while the crankshaft continues rotating. As the piston comes up, it will hit "0.00" (ie: the high point on the indicator) and stay there until the crank rotates enough to swing the arc of the connecting rod to start pulling the piston down. it is because of the 2 pivot points of the connecting rod that lets it swing through the arc.

this is why HRR above said to do it this way

I am not 100% sure what is being asked with your question. I assume he is degreeing that cam and wants to know how far the cam timing can be off from the recommended installed centerline? Since he is building and LT1 the balancer does not have a TDC mark on it so the cam timing is my assumption. He can use a indicator to locate TDC all you need to do is indicate a position .100 down from TDC and note the readings when he approached TDC and after TDC and then split the difference and move the degree wheel to indicate TDC. After that is complete degree the cam.
