IMO, no. Look at how much lower the deck surface is in relation to the water pump boss. The fonts look off to me, as well. Broach marks look like the work of a draw-file. Lines going in different directions, not parallel.

where there is money to be made there will always be a attempt to forge something. nobody said it had to be good.. this one I would not bet the farm on. but a overall look at the car would be helpful

I personally think it looks suspicious. The VIN derivative is not all on a straight line like it should be and as GTOGuy mentioned the broach marks do not look original.

More than a few of those cars (with very early transformations) became legendary within their communities as just that, L79's, L72's, L71's, L89's and yes, even L88's. Having grown up in that era, I witnessed a few transformations myself. Today if you talk with folks from the era about those very cars, they only remember them as the cars they became.
Swapping a 427 (396?) into a small block Corvette back then was about as common as flared fenders and lace paint jobs. Oh the good old days...
