GM needs to get this sorted out and implement a recall to resolve ASAP or its likely going to have a major class action on its hands...luckly nobody has been hurt (so far)..would be interested (if somebody has one) in FLIR thermal mapping of the area around the gas tank and fill tube after running the engine for various lengths of time. Static discharge also another possibility?

Just “speculation” as others. My 2019 Z had the fuel fail to shut off but it was my fault & luckily I was standing by it & fuel handle was in my hand. It still dumped a quart before I could react. The fueling process would sometimes keep shutting off & MANY recommended to turn nozzle at 90* or even upside down (as I was doing)
to keep fuel flowing. Problem was/is the fuel or fumes would not stop the flow as designed with handle in the “wrong” position. Have seen some posts here with C8s having same problem with fuel flow that keeps shutting off so some posters have recommended again turning fuel handle the wrong way. Just be sure you are still at the pump if doing this to immediately pull it out & shut off. Be careful & don’t walk away while refueling. 😳
I'm not worried about this, I tend the gas handle/nozzle the whole time with the car shut off, and I don't turn the handle upside down. It has always shut off and has never spilled a drop. I also know my car and pretty much know how many gallons should go in based on the gauge.
The Blue car in AR has a license plate reading ‘Turndup’. Anyone know if the car had been heavily modified; such as turbocharged? If not OEM you’d have to wonder about the install, etc.
GM has an issue here that requires the manufacturer's response. In lieu of that, NHTSA needs to respond. Here's a 3rd recent incident where the owner caught it early, but it still did damage. This isn't random ESD.
Am I the only C8/C8Z owner who has to turn the gas nozzle 180° to get it to actually pump gas, instead of constantly shutting off every 1/10th of a gallon? One thing is certain: nobody will be allowed to be able to sit in the vehicle while I pump gas!!! (That ain't cool, GM!)
And I'm still apprehensive about refueling it myself; I don't want to stand too close to it after seeing the video here. GM, convince me not to be worried about my Z06?!

This happens to me on my C8Z all of the time. I can't remember if I had such an issue on my previous C8 Stingray, or not? I don't walk away while refueling so that's never been an issue for me, but because of this issue on my C8Z, I have to massage the handle and rotate the nozzle 180° in order for it to even pump. C8 gas tank is small, so we're usually only talking about 12 to 14 gallons on refill, but still.
I've heard others have to resort to this and one thing that it does do, is prevent you from walking away while refueling. Maybe some pumps don't have this feature, and I do know if you are pumping slow, the feature does not work, and will continue to pour gas all over your vehicle.
Watching this video several times - am I correct in that there is no one holding the pump handle? If it popped out on its own and sprayed even a little fuel into the hot vents or calipers, of course it will erupt like that.

Folks, like I did, need to google how automatic shutoff on fueling handles work. It's a very simple operation but MANY things can cause it not to shut off, debris inside handle blocking venturi opening, stations having different versions of same system, differencies in car's tank temperature & storage tanks temperature, etc. Even atmospheric pressure COULD cause malfunction. Basically, don't walk away counting on it shutting off ESPECIALLY if you insert handle anyway other than FULLY inserted in car's tank opening & don't try TOPPING off.
