Labor for heads/cam/intake install should be around $5.5K - $7K depending on the shop and rates.

My Stage 1 and Stage 2 heads come with lightweight hollow stem Ferrea intake valves and solid stem exhaust.
Both valves weigh about a 100 grams and I have many guys with larger cams and more aggressive combo's turning up to 7500 RPM with those heads.
I would estimate that eight out of ten sets of LS7 heads I sell are my Stg 1 or Stg 2 heads and they run hard and perform great....my Stg 2 heads are arguably the biggest bang for the buck. Lots of optional equipment (spring upgrades etc.) and additional porting at a reasonable price.
Point is the Stg 3 is optional....really more for the guys that have a fairly large mod budget and want to get every last bit of power. Or builds that are very aggressive with large cams and short runner intakes trying to turn in excess of 7500 RPM's
The Stg 3 valves are also a little larger (but still lighter due to the material they are made of). The intake valves are 2.230 vs 2.205......1.615 vs 1.600 on the exhaust
I go into detail about this and all the other options when Im discussing the overall build with my clients and have a better idea of their budget and what they are trying to achieve

One of my milder Stg 2 grinds for a very balanced power curve and excellent drivability
231 intake lobe.....245 exhaust......I did share this with the OP but we talked about so many things she likely forgot.....LOL
I supply a cam card with all my customer builds.....nothing is secret or purposely hidden

Automotive labor rates have skyrocketed here between $200 - $265 an hour.
That said there should be zero surging till 1500 at the most with a cam that size.
It could be mechanical (issues with the engine or install) or it could just be a really poor tune but that's not a big cam and it shouldn't do anything funny till much lower RPM's.
I would recommend you have a different shop put eyes on it and see if they can improve things for you

That being said, it's a beast at 617rwhp - and the weight down to around 3,050# dry (weighed at track low on fuel). I am very happy, and you will be too!
I'm going to have to detune the setup in order to run TT1 class. And it still has tags.
