Best Michelin tire with DRM shock setup? PS4 or Cup 2?

Define "best." The vast majority of people can't (and shouldn't try to) extract the difference in performance between a PS4S and a Cup 2 but they will see the downsides in the form of much faster wear and worse performance in wet or cold conditions. Get the PS4S and be done with it.

It depends on how much power you're trying to plant. At 850whp+ I like the Toyo R888R. 
Cup 2s did well from third gear on (so so if veeery careful on a hot day in 2nd gear) and the 888s absolutely dead hook 2nd anytime and flirt well with hooking 1st if you're gentle with the right foot. 
For boring (sane) HP I'd go with the PS4.
