"V" is the Flint MI engine plant. GM switched from an "F" for Flint to a "V" in 1967.
"I0" is October. The "I" and "1" were often interchanged when stamping blocks.
"28" is the 28th day of the month, October 28.
"ME" had three uses between 67 and 69. In 67 and 68 "ME" was a 327/250 with a 2bbl and a Powerglide in a Camaro. In 69 "ME" was a 427/430 ZL1 aluminum block from a Corvette. Since all big blocks were made in Tonawanda which would have been stamped with a "T", we know the engine in question has to be a 67 or 68 Camaro 327.
The VIN number on the pad, and/or the casting date and number would narrow down which year the engine is.

Here is the stamp from my '68 Camaro. ME is 327/210 hp with power glide. Note the "I" for a "1" in the assembly date.
