Default 2009 ZR1 Recall looks like it was not completed- What to do?



This shows up on GM’s website that you enter your VIN number to check if there are any open recalls which I checked for my new to me 2009 ZR1.
First of all would parts still be available? If it still shows open from 2014 would it be a covered fix?
Does anyone know exactly what this recall was?
Thanks for any advice.

Its just some jumper wire and yes they should do it if not done on your car and your low beams are inop...if your low beams are working I don't think they will do it.

The Problem: Why the Lights Fail

The issue stems from the Underhood Bussed Electrical Center (UBEC)—the fuse box under the hood.
  • As engine bay temperatures rise, the plastic housing of the fuse box expands.
  • This expansion forces a specific, thin copper ground wire for the low-beam headlamp relay control circuit to bend slightly.
  • Over years of driving, heat cycling, and repeated bending, that wire undergoes work-hardening, eventually fracturing and snapping completely.
When it breaks, you lose both low beams simultaneously. Because it's heat-dependent, sometimes the lights will magically start working again after the car sits and the fuse box cools down and contracts, making it an incredibly frustrating, intermittent phantom issue.
Note: This failure strictly affects the low beams. Your high beams, fog lights, turn signals, and marker lights are routed differently and will continue to operate normally.

Official Safety Recall vs. Customer Satisfaction Program

When GM addressed this with the NHTSA (Campaign ID 14V251000), they split the C6 fleet into two distinct categories:
Model Years GM Action Type Impacted Units Details 2005–2007 Official Safety Recall (#13146) ~103,000+ Mandated safety recall. Federal law requires dealers to fix these regardless of time or mileage. 2008–2013 Customer Satisfaction Program (#14203) Fleet-wide coverage Voluntary program because GM altered production slightly, but the structural design flaw remained.
Export to SheetsBecause your Z06 is a 2010, it falls under the Customer Satisfaction Program. These programs typically have expiration dates (often 10 years from the original in-service date or a specific calendar deadline set by GM).

Should You Fix It Prematurely?

If you check your VIN on GM's portal and it still shows as an open action, a local dealership might still honor the fix or provide the parts, but because the satisfaction program window has technically passed for a 2010 model year, they aren't federally mandated to do so like they are for an '05–'07 car.

The good news? The fix is incredibly simple for a technical DIYer and doesn't require replacing the expensive fuse box assembly:
  1. The GM Fix: The official fix involves installing an external jumper harness wire kit (GM Part #23273949) to bypass the fragile internal internal ground circuit routed through the lower block of the UBEC.
  2. The DIY Option: If you don't want a dealer tech messing with your car's wiring connectors, many owners simply splice a clean, external ground wire from the low-beam relay terminal straight to a safe chassis ground point next to the fuse box.
If your low beams are currently operating fine and you don't frequent long road trips at night, you can safely leave it alone. However, if you notice one day that your low beams refuse to click on after the car has been running hot, you'll know exactly which wire in the UBEC bit the dust.

My 2010 C6Z06 bought new has never had a low beam light issue and I never had the "issue" corrected.

Like many issues with recalls, if a very small fraction of cars have an issue, sometimes there will be a recall, but my experience has been that most automobile recalls do not effect the vast majority of cars involved with the action, but are purely a covering legal posture by the manufacturer. I have addressed so few actual recalls over the past 40 years with many cars with zero issues to confidently make this statement.

Personally, I would leave it alone if the low beam headlights are working fine after 17 years post build OR run the jumpers wire, call it a day. As noted above, it it fails ALL your other lights will work correctly including the high beams and I would assume the foglights since they operate with the running lights only on...........
