Yes, you have to take the bumper cover off and disassemble it to install this. It isn't too hard though, you can get through the whole process in a couple hours your first time.
There are YouTube videos on doing it. I don't remember who I got my bumper reinforcement brace from, test fit it first, I had to trim mine a bit, but no big deal. The brace really stiffens up the front fascia.
