Default C4 headlights

My 1984 headlights are causing some frustration. I’ve had the motors both rebuilt and they worked about two or three times and then it seemed like the relays got wet and now that they don’t open again, I dried them out and now the drivers light is nice and bright. The passenger light dims and goes out, but they still don’t open. Any help would be greatly appreciated.
