Default 1969 Shoulder Harness Retractor

I recently discovered neither one of my shoulder harness lock when the belt is rapidly pulled out. The webbing had been replaced early in the year and then had to be replaced a second time due to the belt being too short. The work was done by two different shops. The 1st picture shows the locking mechanism side and the second picture shows the bar that the mechanism controls by moving it against the teeth on the webbing spool. Has anybody had a similar issue and came up with a remedy?

Do the catch bars move freely toward and away from the gears? (no binding)
Have you contacted the last rebuilder to see what they say?

Are the two ends of the bar slightly tilted towards the ratchet teeth. Or is the bar just straight? If the ends are tilted to the outside instead of towards the teeth, that could be the problem. I am just guessing here.
Oh, I see that the one side has what looks like a spring attached to it. Something must be up with the spring tension. Lou.

Both sides have the small spring which prevents the bar from touching the teeth. When you pull rapidly on the belt a centrifugal mechanism moves the bar into contact with the teeth. My issue is I can't see the centrifugal mechanism to determine if it's broken or has something obstructing it.

The bars are held away from the teeth with a small curved spring. When the centrifugal mechanism in the chrome round dome engages it's supposed to pull the bar to engage the teeth. The bar is not being pulled and can't see inside the mechanism. Was hoping someone had experience with this setup.
Will try second rebuilder tomorrow.

Right, but the bars move toward and away from the teeth without binding using just finger pressure? As I recall, mine move quite easily which makes them sensitive to pulling abruptly on the belts.
