Fog lights blowing fuse?

Fog lights blowing fuse?
Strange electrical ssue. Fog light both work fine. Turn on just fine..run for about 30 seconds to a minute then the tail light fuse blows. Its not acting like a dead short. I did change the bulbs to a higher brightness (Sylvania silver star) and wondering if they are drawing too much current? This car is a barn find and dont know if they worked prior to the new bulbs. Thought?
