I am not going to say there are no 1 of 1 in the 2017 model year, based on the fact that there were almost 33,000 and out of those numbers option RPO N26 was for the suede steering wheel and 3,600 were ordered with the RPO. So, if that was your hopes of have a 1 of 1 that clears that up. You can order the factory build sheet and window sticker from the National Corvette Museum. All you need is you VIN number and they will sell you both as a packaged laminated.
My 2LT 2017 Grand sport has the same steering wheel and seats as yours. They were an option, not specifically a 3LT feature.
My 2017 nonZ51 3LT Stingray doesn't have the suede steering wheel but it's got suede visors, A pillars and top of windshield frame suede. I'm not fond at all of the suede, (because it attracts and holds grease/dirt) but everything else that comes with the 3LT option list, I'm good with.
I believe that my 2017 3LT optioned and punchline choices makes it very highly rare from the masses too. Not necessarily a good thing as far as resale or individual taste in popularity. That, many or most times is the case I've noticed.

OP - Don't waste your time or money trying to determine if you have a true 1-of-1 2017 Vette. Even if you beat the odds (99.9% not 1-of-1), it does not matter. Unless GM provides a certified statement that you have a 1-of-1 Vette, when it is time to sell/trade in, its value will be based on year, model, options, and mileage. Enjoy your Vette while you have it and stop worrying.
The "One of One" thing, and the phrase; "Holy Grail," are used heavily by people like Dennis Collins when hyping a car to build higher dollars for their car flips. As I wrote above; there's a whole lot of evidence that says; a car speced out beyond the norm may not be desirable on the resell market. Rarity and higher value don't automatically go together in many cases.
My 2017 Corvette's spec wasn't particularly saleable to the Corvette buyers in general. That's why it sat on a Chevrolet dealership inventory for 16 months before I happened upon it, and bought it at a reasonable discount off MSRP.
I already contacted the Corvette Museum and she sent me a certified letter of how many cars were built with these certain options and it is stated and signed by her. That is a one of one with these options, but I don’t know what makes it a one one that’s all I was wondering I could care less about the value. I enjoy my car.I really don’t know why it’s a one of one with the options it has but the letter cost me 75.00 just to get that certificate!!And it is a one if one with those options is exactly what it says!!

It's really hard to say what makes your "1 of 1" because the few options you mentioned were really popular options. It could be the exterior color, interior color, wheel choice, top color or the combination of all of those. Generally, on a mass produced car like the Corvette, cars become "1 of 1" because the color combo, options, etc. were just not popular options that people wanted.
Glad you have what you have and you enjoy it!
As I wrote ^^^ above, my brand new 2017 sat unsold on two Chevrolet dealer lots for 16 months trying to find a buyer. I surmise yours is a very good build, since others bought it as well.

If anything, it very well may mean that others did not want that build, so it's fair and accurate to have your thought process too.

Slideshow: A Jaguar designer's personal project imagines what a modern front-engined Corvette might look like if Chevrolet revisited the golden age of the Stingray.
