He agreed to sell me a license plate frame and valve stem caps for $25 . The next day somebody offered him $40 after he accepted my Paypal payment. He refunded my money but he's definitely not a man of his word. Warning!

The item was sold outside of the fourms. If I was really out to screw you, I would have kept your money and not apologized. Trying to slander someone's name is pretty childish. I've sold numerous parts on her to plenty of happy buyers, if you'd like to check my previous buyers you can ask them.

Just to clarify this situation, this rule exists in the Buying and Selling guidelines:
While current selling rules do allow sellers to choose whomever they want to sell to, based on their own criteria of ease, convenience, or whatever, sellers are not allowed to make an agreement on price with a buyer on this forum and then accept higher offers. This is true regardless of where the higher offer comes from. The rule mentions accepting higher offers within the membership as to address sanctions applicable to that member as well. This is also true whether the new offer is $15 more or $15,000 more. The amount is not relevant.
In this case, it appears the seller was basically unaware of this and with no other issues in his history, would not be subjected to a permanant block at this time. The incident is noted, however.
As the 2 parties have had their say, this thread will be closed at this time.
When the seller's price is met, no higher offers can be accepted. If a seller negotiates a higher price with a member who did not win the item at his/her original asking price, the seller and offering member will subject their account to a permanent block.
