Can stems be installed without removing tire
I bought a set of used c6 rims and tires for my Camaro. Seller took the tpms out without removing the tires. .Can I have regular stems installed without removing the tires.

If you can "unseat" the outer tire beads from the wheels, and work VERY carefully, yes, it's possible. I've done it, a couple of times, but you have to be VERY careful not to drop anything into the tire.....

I did four a couple of days ago. Not very hard and if worried about dropping it just tie a string to it.
