I might be lucky, but our 2000 has never had an issue with the EBCM, and we've had it since 2006. I'll get traction control, stability control and ABS lights on the dash occasionally, as we generally don't drive it in the rain. But after exercising the ABS and clearing the codes it generally won't come back for a year or so. If I do get caught in the rain I always try to hit the brakes hard and work the ABS system.
I wouldn't avoid the 97-2000 cars, I would try to find a well cared for one in your price range. Good luck with your future purchase - these aren't just great cars, they are also a great value.
