Holley list 6210 (series 4165) help needed, running too rich!
History - I used to run a 6210 (650cfm spreadbore double pumper) on my 80 L82 10 years ago, but a friend offered me enough cash for the carb I sold it. The car was going in storage for a few years so I figured why not. Big mistake, the carb runs great on a 350 and also allows me to run the stock dual snorkel cold air cleaner.
2 years ago I picked up an 850cfm version of the carb at a corvette meet in Dallas and tried to run it but it just run rich (black smoke, won't idle). I changed everything including the power valve, needle/set, jets etc...). Finally I gave up and went back to Rochester.
last year I picked up a 6210 new from summit for my new ZZ4 motor. ran great but pain to hook up choke (6210 has divorced choke that mounts to intake). Ran with no choke for a while but real pain even in Texas winter. I recently put a chevy 350 in my 1975 Scout II, so I put the 6210 carb on it.
I ran the rochester again for a while, but I then found a version of the carb used that had an integral choke housing. The carb needed a few parts but I had most every thing. This version of the 6210 (don't remember list number) was for a pontiac. Thought it would be great to run the carb again but solve the choke issue.
This Sunday I put the carb on the car and all it would do is run rich like the 850cfm version I bought before.
Any ideas on what I could be missing? Change everything, set the float etc... Not sure if it is the primary or secondary side running rich.
I would like to salvage this carb if possible. Doesn't look like the metering plates have been messed with (idles drilled out).

dirt on the needle is most common.
using the wrong gasket on the metering plate (study accelerator pump transfer) would do it too. lars did that once.
