Default ammeter gauge pegged on +40

My ammeter always reads +40 with engine on or off. It does appear to move down a little when lights or blower is turned on. Shouldn't it go down as the battery get charged while running? It is a 69 convertible

It should read zero on a fully charged battery with the engine running. Sounds like the meter needs to be replaced/repaired.

It shouldn't be reading anything with the engine OFF. Has there been any "creative wiring" under the hood recently?
