you got your foot on the break pedal? can you move the button on the top of the shifter. is the end of the cable on the trany side free and clear

the spot where it's parked is completely flat. yeah i got my foot on the break pedal hahah and the button goes down too. my dad's a corvette guy and he cant figure it out either!

There is a solenoid that is not working that is probably your problem. It should release when you step on the brake but they get sticky. It's located is the center under the shifter. You got to remove all the plastic and the shift **** to be able to see and work down in there.
The solenoid is usually removed since there is no replacement for it.

The solenoid is most likely dead. Just remember if you remove it that the car will now come out of park with no regard to brake pedal or key position.

You have a steering column park/lock control cable which goes from the mid steering column bracket to the shifter assembly. Sounds like it came uncoupled at the backdrive pin at the column or at the shifter linkage. It has an adjustment similiar to a TV cable located at the shifter end. The console needs to come out to check the shifter linkages.
While you are in the shifter linkage, check the neutral/park start switch has not bound up in it's carrier.
Otherwise, disconnect the shift cable at the transmission lever and see if the shifter moves. If it does, then the problem at/in the tranny

This thread from 2009 may help with your repairs if you have the soleniod installed, but the thread states 95/96... I,m not sure when the btsi was added.
On my 91, I cannot push the button on the shifter down until I turn the key out of lock. I do not have to touch the brake. It is a cable driven lockout as I stated before.

Interesting information, sounds like you've been there.
In that case I would remove the center stuff and shifter pad and check to see if something is in there jamming it. Or disconnect the shifter cable from the transmission and see if the transmission will shift and move without the linkage.
