1990 C4 Horn Problems
Trying to locate horn relay? Horn works for antitheft but steering wheel thumb controls don't. Fuse is good think maybe relay or bad ground.

The relay is located below the right hand side of the instrument panel. (Passenger side.)
If the horn works with the anti theft then it implies that the fuses are good--there are 2. One 5A marked LCD in the main fuse box to trip the relay and the other 15A marked theft in the auxiliary fuse box to provide power to the horns. It also indicates that the relay and the grounds for the horns are OK as well.
There is a separate ground through the horn switches to the relay. It certainly seems that there is a problem in that circuit. Check for ground at terminal 2 of the horn relay connection with the horn switch depressed. No ground will verify that this is the problem. Unless there is a bad connection or broken wire from the horn siwtch to the relay the problem most likely is the horn switch.

Very unlikely
The relay went bad, almost definitely the 'tower' connector in the hub broke. Pretty cheap ($6 or so at Autozone or Ecklers) for the part but you need to remove the air bag (CAREFULLY following all safety precautions) and the steering wheel. After that it's EZ.

Drifting
First disconnect your BATTERY and wait about ten min. before doing any work. Loosen the 2 Torx head bolts from behind the steering wheel. This will remove the air bag then disconnect the yellow plug from the back of it. Next push down on the Plastic module that has the spring wound up in it and take the snap ring off. Slide the module off to the side. You will probabally see the wire from your horn buttons going to a plastic piece that looks like half of an inline fuse holder with the wire going through it with a spring on it. This gets twisted a half turn to connect into the piece that breaks behind the steering wheel. It gets brittle over time and breaks. You need to remove a small wire clip then you will get to the TURN SIGNAL/ HORN CAM it's a white plastic piece that looks like the other half of the fuse holder that your wire with the spring hooks into EXPENSIVE from GM $35 but auto zone $6 GOOD LUCK Pipe

horn switch
My horn works with the alarm but the steering wheel needs to be turned to extreme right or left for the horn buttons to work. Is this a horn cam problem?
