Dan,
What did you try for a "by-pass thing"? There's so many issues and VATS is generally the first thing that everyone "assumes"! Do you have mutiple keys? Do you have a DVM/mutimeter? If you've got a meter, check the resistance of the key and then check the value at the connector near the bottom of the column. If that's a match you can likely rule out the key cylinder and the key if the key resistance was within the required range.
Now for an early MY you're down to the VATS module and I've never had a VATS problem with an early MY with a VATS module.
Is the car at your home? I could maybe put my hands on a VATS interogator and stop by on the way home! Check everything else, cables, connections, starter, maybe replace the starter enable relay and get in touch!
Had the exact same problem with my 84 about 3 weeks ago. Sometimes I would get nothing also. But had full power for everything else. I have no VATS for the 84 and replaced starter. And that was it.
They sit close to the exhaust so I dont think they last long with that constant heat from the exhaust. You can put a heat shield on the side of it I think. I did not, but wished I did now.
I am sure its your starter.
