Default No info from the ALDL port. Any help?

I'm helping a kid on his '85 Vette and at first it would not idle below 1000rpm. It would stall if the throttle was tapped. I rebuilt the throttle body and cleaned the IAC and it was in extended position when I pulled it out. We had a brand new IAC so I used that instead. Put everything back together and it would not idle below 1300rpm. I pulled out the new IAC and it looks like it is in the fully retracted position like it never moved. I wanted to see if the was any codes and when the diagnostic tool was plugged in to the ALDL port it read " no information available". Something to that affect. There is no information coming from the pcm to the ALDL port. I believe the car is in open loop and never coming out. How do I determine if the pcm is bad? Thanks for any info.

Pin "E" adapter is required for TPI cars, hooks between the scanner connector and the ALDL, are you using this?

I do not know if there was an adaptor as I was only helping on the mechanical part. The car owner took it to a friend who has a obd1 scanner. Is this adaptor usually included?

I have an adapter for the Tech 1 scanner but a different cable end for the OTC 4000 scanner. The Tech 1 connector is labeled "pin E adapter" and the OTC cable end is grey instead of black. HopeThisHelps BriaN
