Default need help with fan

I need help my 86 vette fan its not coming on replace cts and fan relay and temperature goes above 230 and fan wont turn on if i ground the green wire to relay it comes on

Turn the ac on and see if they come on. Does yours have a digital and a analog temp?

Its digital what i notice when i was checking the green with white wire coming from my ecm to ground the relay it doesn't have any ground at all and i check the wire coming out from cts and that one has 1.5v could it be my ecm not sending signal to relay

Im not sure but I wonder if the fan relay isn't controlled by a switch in the head like 84 was.

If grounding the green wires makes it come on, I would look for an open in the circuit between relay and ECM.
