On the passenger side of the manifold.

Casting was from an older version that required a bracket there. Car is much faster if you put small Allen head bolts in there.
Edit; I have been corrected, please see below... from F-body bracket.

Do the Allen head bolts need to be chrome in order to make the car faster?

it's for a throttle cable bracket for cars that use the same intakes such as fbodies... someone just posted the same question a week or so back

YEP!

Some more interesting facts: The casting on the TOP center of the intake snout is for the addition of an EGR Tube (F-Body) as the C5 does NOT use an EGR System

I put brass torx head button head screws in mine and lost 3 rwhp and gained 7 rwtq

That's where you messed up. Dissimilar metal corrosion caused a side-load vortex inside the throttle body. I used stainless short bolts and got an easy 10 RWHP/10RWTQ. Learned that one from the Chicago Viper guy...
