This happened to me because I had disconnected my battery. Took about 500 miles of driving to get to 1 monitor not ready, which is allowed in NY state. It was a real pain because my car isn't a daily driver.
The dealer didn't charge me for the failed inspection. I bought a cheap OBD2 scanner from Amazon and kept checking until the monitors were ready.
