bumper warping

Default bumper warping

the right side of my bumper on my 81 keeps warping and the heat gun trick wont fix it, it keeps coming back. the center of it comes up 2 1/2 inches. any tips or tricks for fixing this. i used a heat gun, c clamp and some small lengths of plywood on the left side and it worked just fine. the bumper is a gm replacement.
