More than a year after a proposed gun range in Mokena was dropped, the village will be getting one.

Village trustees on Monday night approved the Point Blank Range and Gun Shop in a 16,000-square-foot building at 18810 88th Ave., south of Interstate 80 and near the Rasmussen College building.

Tom Willingham, owner of the Cincinnati-based chain, said Point Blank will not be a typical gun range.

"We are a retail venue with a shooting range that is open to the public," Willingham said. "It's a new type of sporting venue that people are interested in."

He said anyone from the public can rent time at the range in 30- or 60-minute increments as well as take classes and purchase firearms. Point Blank also rents a variety of guns for use in the range.

"This is not a membership club," Willingham said. "Everyone is welcome so long as they have a valid FOID (firearm owner's identification) card."

The range is expected to employ up to 40 people, mostly military veterans, he said. The initial building will have 22 pistol ranges, two classrooms, a large retail area and a storage area. There will be 90 parking spaces with an entrance from 88th Avenue.
The range is expected to open in early fall, and plans call for Point Blank to later add a 13,000-square-foot rifle range at the same site, according to Alan Zordan, Mokena's development director.

LIBERTYVILLE, Ill. (WLS) --
Police are searching for a man suspected of robbing a car wash in the northern suburbs over the weekend.

Polices said a man forced his way into the Car Spa in the 500-block of Peterson Road in Libertyville as an employee was unlocking the doors to start the day around 7 a.m. Saturday. The man implied he had a weapon and took $850 in cash before fleeing on foot.


The employee was not injured. No other employees or customers were present at the time.

The suspect is described as a black male with a medium build, bald or with a shaved head, standing between 5-feet-6 and 5-feet-8, police said. He was seen wearing a black jacket with "POLO" written on it with a black hood over his head.

CHICAGO (STMW) — The Chicago Police Department would be required purchase a Taser for every one of its 12,500 sworn officers and train them on how to use it by Jan. 1, 2017, under one of several proposals made by African-American aldermen in response to the Laquan McDonald controversy, the Chicago Sun-Times is reporting.

West Side Ald. Jason Ervin (28th) and his colleagues also want to mandate release of police shooting videos within 14 days of an incident, raise the mandatory retirement age for police officers from 63 to 67 1/2 and explore police use of other “non-lethal” weapons with the potential to “drastically reduce” serious injury or death.

After the police shooting of 19-year-old Quintonio LeGrier and the accidental shooting of LeGrier’s neighbor, 55-year-old Bettie Jones, Mayor Rahm Emanuel doubled the number of Tasers and ordered Chicago Police officers retrained in so-called “de-escalation” tactics.

Lakeshore Technical College is offering a firearm safety for concealed carry weapons course from 8 a.m. until noon, Feb. 13, at Lakeshore Technical College in the Public Safety Building.

The class will meet the state’s education requirements for students to acquire a Wisconsin CCW license/permit and will provide participants with an overview of handgun safety practices and concealed carry considerations. It is designed as a safety course, not a training course. The course teaches how to identify a loaded handgun and how to safely unload it, but does not teach how to load or fire a handgun.

This week, the Illinois General Assembly will convene for a short session. During the short session it is important that you contact your state Representative and politely urge him or her to cosponsor House Bill 4348, introduced by state Representative Jerry Costello (D-116). HB 4348 seeks to remove the power of local governments and municipalities to impose a sales tax on firearm and ammunition purchases. This legislation would also void the currently standing firearm and ammunition sales tax in the City of Chicago. These taxes seek to make an already expensive product even more so, potentially pricing law-abiding citizens out of exercising their Second Amendment rights. Further, those taxes levied from gun owners are placed into the “Public Safety Fund,” thereby blaming law-abiding individuals and forcing them to pay for the crimes and acts committed by criminals.

Illinois Supreme Court Strikes Gun Law

CHICAGO (CN) - The Illinois Supreme Court struck down a law that effectively bans carrying "ready-to-use" guns outside the home.

Edward Burns, a felon, was convicted of aggravated unlawful use of a weapon (AUUW) after police found him with an unholstered, loaded handgun in a parked car.

The AUUW law states that no one may carry an uncased, loaded handgun on a public street, in a vehicle, or concealed on his or her person if the weapon is "immediately accessible."

After a bench trial, Burns was sentenced to 10 years in prison, an enhanced sentence due to his prior felony convictions.

While a state may prohibit felons from carrying readily accessible guns despite the Second Amendment - and in fact Illinois has a law forbidding felons from possessing any kind of firearm - the AUUW law applies to everyone.

In reversing the appellate court ruling and vacating the conviction and sentence, Justice Anne Burke wrote for the court: "The offense, as enacted by the Legislature, does not include as an element of the offense the fact that the offender has a prior felony conviction. An unconstitutional statute does not 'become constitutional' simply because it is applied to a particular category of persons who could have been regulated, had the Legislature seen fit to do so."

The Legislature may not pass broad laws and leave it to the courts to decide to whom the statute may constitutionally apply, Burke said in the Jan. 22 opinion.

Chief Justice Rita Garman wrote in a special concurrence that she agreed that the AUUW law is unconstitutional, because it violates due process, but that as applied to Burns it is valid, so the issue was not properly before the court.

"The majority fails to explain how a statute can violate the Second Amendment rights of an individual who is not entitled to exercise Second Amendment rights," Garmin wrote.

Justice Robert Thomas joined in the concurrence, "that the statute is facially unconstitutional, though on different grounds than the majority, I concur with the majority's judgment that defendant's conviction and sentence must be vacated."

Concealed carry permit applications drop across Illinois

The Illinois State Police granted far fewer concealed carry permits in 2015 than in 2014.

About 55,500 permits were granted statewide during 2015, according to numbers released by the agency. That's compared to about 95,500 in 2014, the first year of the program.

But while the numbers are down, the number of objections to applications made by law enforcement more than doubled.

Police departments, sheriff departments and state's attorneys raised objections to nearly 11,000 applications in 2015, compared to almost 4,000 in 2014.

A law enforcement agency must have reasonable suspicion that there's a danger to the applicant or others in order to object to a concealed carry permit application.

Roughly 8,800 objections were lodged last year in Cook County.

A legislation that would allow law-abiding citizens to carry concealed weapons for self-protection without having a government-issued permit to do so was introduced to the House.

House Bills 5301-5304 were introduced by state Reps. Tom Barrett, R-Potterville; Lee Chatfield, R-Levering; Triston Cole, R-Mancelona; and Jim Runestad, R-White Lake on Tuesday.

The bill sponsors say the legislation allows more freedom for responsible citizens who want to carry a concealed weapon for self-defense, according to the Michigan GOP.

Judge rules Delafield (WI) gun club can reopen shooting ranges

A Waukesha County judge recently ruled that the city's prior actions to shut down the ranges at the Hartland Sportsman's Club are void, and that the club is entitled to return to shooting operations there.

The gun club, at 730 Maple Ave., voluntarily shut down in 2010, after a .45-caliber bullet from one of its ranges grazed a pregnant woman who was dining outside at the Delafield Brewhaus about a quarter mile away.

Raluca Buznea of Waukesha suffered a scratch and a bruise on her left side, above her hip. She was treated at a hospital and released. The round was matched by the State Crime Laboratory to a handgun that was being fired at the gun club.

In June of that year, the city revoked the club's permit, triggering five years of legal dueling over the club's future. The city later denied the club's 2013 application for a new conditional permit, and the club sued in 2014.
