To get to Z06 level I would add: Z06 exhaust and mild cam with smooth idle, so not to be detected by emissions testing. Car will need to be re-tuned. That will get you close. The other option, which is more expensive, a CARB certified supercharger, i.e. A&A kit. However, at 17 yrs. old I do not recommend this route even if you had the money.
As far as RWHP, I agree with "napp e roots" 350 - 360 RWHP.

Living in CA, I would not of gutted the cats because of emissions inspection. They don't do the sniffer test here, but the smell will be a give away. Gutting the cats will gain you only a few HP and not worth the risk of major fines and failing emissions testing.

400 rwhp with a cheap budget will be hard to get. Run name brand headers, vararam and a tune. That will get you close. Remember a vararam will not show any horsepower on the dyno. The vararam is one of the best intakes. The fastest C5 and C6's non FI run vararam.

17% parasetic loss is pretty normal. A ls2 corvette likely puts somewhere closer to 330~340 to the tire. (source: https://www.corvetteforum.com/forums...q-for-ls2.html) In order to get 70HP at the tires on the dyno you are going to need headers, cam, and a tune.
Also, every dyno is different, calibration, weather, SAE vs STD corrected numbers, etc. will all play a factor in what a dyno reads.
Finally, why is your thread name CammedC6 if all you have is gutted cats & no mufflers (does that even sound good? Loud isn't good, loud is just loud)

Cam will come later in time and I love it and sounds great you get the old geysers who get mad and say it's to loud then you get the rest 90% jumping up excited telling me this thing sounds bad *** and sounds like a race car and looks

If your looking to run with a stock Z06....you will need to be around 475-480 whp as the ls7 puts down some nasty torque. The car Z is about 300lbs lighter as well...lighter is faster in most equally powered comparisons. Not sure of your budget, but If you could swing LT headers and tune....that would be your best bet.GL

Yeah I don't know what to do about the tourqe but my car is 2950 with half a tank I have lighter wheels no muffler no cats racing seats but I studied that 420rearhp is about 505hp at engine and I would love to be at that level and yeah you know sooner or later get a super like you 😁😀😀
