Thanks for clarifying what TDR stands for. Hey, I know enough to perhaps be dangerous , but certainly don't know everything about the cars.

I thought I knew everything about my car and I'm the only one who repairs anything on it that it needs, including replacing my clutch myself. I didn't recognize TDR either.

We are trying to solve the no starting situation before just changing
Parts. Locating the TDR has been a problem on our 2003. We will look
At the wiring this week to locate it.
When we first tried it the engine would fire and stop. Now it won't even fire.
Will also check the fuel pressure to eliminate a fuel pump problem, but I think it
Is related to the thief controls.

2003 won't start
If it does not fire at all, what is the status of the security light on the dash when the key is left in the ON position after trying to crank the engine?? ON solid?? OUT?? Blinks??
Also if the security feature is the cause of the NO CRANK then there should be one or more codes set. What are the codes that are stored?

Post ALL your codes including the H or C or HC that follows each 5 character code. If you have any Unnnn codes then list the sensor under which the Unnnn code appears. For example 28-TCS U1016.
The same Unnnn codes can appear under multiple sensors and it is helpful to know which sensor the Unnnn code is associated with.
Is the car a manual trans or automatic?
Also if the security feature is the cause of the NO CRANK then there should be one or more codes set. What are the codes that are stored?

SDM U1096H, U1000H, U1016h
LDCM U1064H
RDCM U1064H, U1016H

Did any of your sensors report NO COMM????
SDM is Sensing and Diagnostics module (air bag), LDCM is Left Door Control Module and RDCM is Right Door Control Module. All the Uxxx codes are loss of communications but none of the ones you posted are related to a NO START problem.
Most often when the TDR is involved in a NO START there will either be PCM or BCM codes set or the Security light will remain on. I doubt the TDR is the cause of your No Start. More likely it is related to the Starter Solenoid a well known fail point on the C5. You can try using a broom handle with one end placed on the starter body (NOT the solenoid) and have a helper hold the key in the start position while you solidly hit the other end of the broom handle with a 3lb hammer. May take several hits.. NO LOVE TAPS!! Solid blows to the handle..... If the car immediately starts the starter or solenoid is the problem.

I guess I misunderstood your symptoms. I thought it would not crank but apparently it is cranks but will not run.
Has to be either fuel or spark if it cranks but will not run. NONE of the codes you listed are related to a crank but will not run. And it absolutely cannot be the TDR. The security feature on the C5 prevents the car from cranking.
Put a fuel pressure gauge on the fuel system and report back what the pressure is. Should be about 58 lbs with the key in the ON position.

Thanks to all who responded. Problem solved. Purchased a TDR at local dealer, installed it.
Still not start. It was located just above the BCM in the foot well.
Since it didn't start I went to check the fuse under the hood and found it to be ok. I
Noticed the Fuel pump Relay was the same number as others in the fuse box, so
I switched one with the same numbe (8567). Hooray the car start right up. Just Need to buy
A new relay!
