The perforations inside the exhaust tips will be for tuning the frequency content of the sounds that come directly form the tip.
I believe they normally help reduce the high frequencies which will tend to sound more like an air rush, rather like a vacuum cleaner. Probably helps make the deeper base tones more prevalent.
