Jamming laser is not since its just light and is not regulated by the FCC.
Some cities or states perhaps could make ordinances or laws i suppose, but I have not heard of any against jamming laser guns.

In CA it is illegal to have a laser jammer, but it is only a fix-it ticket with a maximum fine of $100. That is certainly cheaper than a speeding ticket and the increase to your insurance.
