Someone cut my 3 wires

Someone cut my 3 wires or just taped?
The three wires running above the BCM, that are commonly tapped for Ignition On +12v are just taped off and lead to nothing. Does anyone know what these are actually supposed to go to? Also, my fuse 22 was missing???

Fuse 22 is missing on all C5s.

C5 - 1997-2002 (03 & 04 are different) - and yes, it is supposed to be taped from the factory. They connect to nothing.
