Default Weird radio problem please help

I am replacing an aftermarket pioneer head unit with a kenwood. I took the pioneer out in the fall (it was in the car when I bought it) and now that im trying to put the kenwood in im having some problems. The radio wont turn on. It will eject the cd but it does not turn on there is no sound and nothing lit on the display. I read the FAQ and realized that the harness will not work without a different source for the switched 12v source. There was a wire run from the fuse box into the radio compartment from the other head unit. I traced it to the fuse box in the kick panel to fuse number 9 which is for the bcm? also i checked and there is no fuse in the #22 slot which is where the FAQ says to use for a source. Also there are strange noises coming from the fuse panel and the hvac turns itself on. It sounds like a relay is trying to come on or is maybe shorted out. Please let me know any help that you can offer. This is very frustrating. everything was working fine before removal.
